This may seem like a boring suggestion but it will improve playabillity and lag. When the server dies down after lots of players there seems to be alot of vacant cars from players who have left. This can be fixed by implementing a 15 minute despawn from when they leave the server. Whitelist or play time requirement, The tow truck driver can work with police transporting impounded / illegally parked cars and store them in a lot for a return fee. The ability to open a workshop and transport destroyed vehicles or players bring in their damaged vehicles to be repaired with a wrench.

Its in the title, make some illegal versions of shops, like one i said before, an illegal mechanic, and make that a place where you can chop cars and earn some extra cash. An illegal realestate place where you can buy hidden properties meant for ill intent, that are big and open. Ive just thought of another suggestion which ill be making right now!
