Give Police a nightstick/baton

Police currently have no way to force away civillians from a scene or incideent beyond tasing and cuffing. A very low dmg melee weapon would be a big help to use on those who don'y listen, as well as help contain prisoners who try to charge out the cell doors every time you open them.
