Able to change shirt color

If someone is in the Highway patrol division as well as being sergeant+ they should have the ability to change between either the Yellow or their rank shirt respectively

So Sergeants can swap between the Dark Blue and Yellow

And inspectors+ can swap between the White and Yellow
