Instead of having a name they should have a number based ID that is given to them upon joining after a restart. I believe the game needs a small guide explaining what to do and how to do things when you first join the game. This would help new players understand how the game works, the rules, and how to make money, instead of roaming around the map clueless. It would make the game more interesting from the start.

As the title says there should be a complete prison / jail systems overhaul. You may be asking what does this mean. Tweak the PD jail cell area. Police currently have no way to force away civillians from a scene or incideent beyond tasing and cuffing. A very low dmg melee weapon would be a big help to use on those who don'y listen, as well as help contain prisoners who try to charge out the cell doors every time you open them.
